Actually they use the full capacity of the array, it’s just that the array that was built is literally about on millionth the power claimed by many conspiracy theorists.

decidererer is right the reporter is really suggestive and the camera man if he is so much on the move he can make anybody uncomfortable.
The report is suggestive, a dot here, a dot there. So, we have mind control, weather control, disruption of communications, and anti-missile defense as possibilities. Then of course the comments about Project Blue Beam, Depopulation, New World Order. I’m inclined to believe the worst about the Pentagoons and the CIA, but… you need evidence and reasoning before you can make a claim. Anyone can throw out acronyms and scary sounding project names.
HAARP wields less energy than is output by Boston area radio stations, and it can’t even sustain THAT level of output.
