not exactly. cheany was conducting military wargames at the time off the east cost. involving langley and oceana. the war games produced random vlips on radar for simulation. the pilots didnt know that these hijacked planes were not part of the war games untill after it was to late. atleast thats the story. in my opinion the war games was a way to trick the people on the ground so the hijacked planes could make it ware they had to go. but thats just my opinion.
